I was thinking the same thing. The war DID end with negotiations. But not BECAUSE of negotiations. I don't want to play devil's advocate for this guy, but technically what he said isn't wrong. What he meant is another story.

I’m not sure ‘we are going to keep hitting you until you accept our surrender conditions unconditionally’ was much of a negotiation. The victors did run around sorting out what they wanted but the vanquished didn’t really get much of an input.

I'm referring to for instance the Potsdam Agreement. Again, not what he meant, but it's technically true that wars end with negotiation. Not BECAUSE of negotiation. We all know what he meant is that he's a moron.
