FEMA BRIC eliminated - notice coming tomorrow

Apparently it was an AF1 decision, but it’s not a RIF and nothing is known about timelines.

A violation of the amended Stafford Act. I am not sure he would have the authority to do it anyway in his acting role.

I disagree vehemently with the removal of BRIC, but would note here for accuracy's sake that it looks like the actual text of the Disaster Recovery Reform Act that authorized BRIC says that the president *may* (not *will* or *shall*) set aside an amount equal to 6% of national disaster costs for the program that became BRIC.

But of course section 203 of 44CFR, where we could see that change implemented in the relevant regulation, is listed as "reserved" and not currently published. So that's cool.
