Official rules: fan gets up and the ball comes to rest. Player gets a free drop from that location, no penalty.

What should the rule be? PLAY THE BALL AS IT LIES

Not according to the Rules of Golf.

The reference point is the point on the ground directly beneath the person where the ball came to rest after the stroke.

Correct.  Player then required to drop ball within 1 club length, no closer to hole, from that reference point.

Tickle him and see how long he can keep the ball on his belly before it falls off.
