Foreigner actually isn't allowed. It has its own Ordeal Call

Romani(?) does say we do not need to deal with the last Distortion.

My headcanon is that it is because of Imaginary Scramble. Because Chaldea already went through that event, there is nothing to learn about the Foreigner Class that will increase our Human Foundation Level because we already know enough about the Class.

However, we will get a Foreigner OC anyway and I expect the lore justification being that rather than us taking the initiative to investigate it. Something from inside the Foreigner Distortion drag us inside, forcing us to deal with it whether we need to or not.

Maybe Dantes caused us to fail the Avenger OC (if I am reading the comments correct) so that we would be forced to do the Foreigner OC.
