I have a 3060 so I can use DLSS 3 right but NVIDIA is saying its for 4000 series and beyond.

With the 30 series cards you can still use DLSS 4, but you can't use frame gen.

Yes, but i doubt Rockstar will implement FSR3 because Nvidia's scummy sponsorship money

Edit: nvm fsr3 will be available

We don't know if it's frame gen or upscaling, though. There are games that use FSR3 but not the frame generation portion of it. I'm playing through Lost Records: Bloom and Rage right now and I can't use FSR frame gen despite it being FSR3, but Nvidia frame generation is supported.
