Improved graphics options, faster loading, dlss 3 support, HSW cars/upgrades, open world animals.

Also supports gta+ and career progress

My biggest concern: does this include the 100 car garage as well? Like that and the animals are the only 2 features I really care about tbh (and the Weaponised Ignus, ofc).

Biggest garage I own in GTA Online PC is 50 cars and AFAIK that is the biggest. So... maybe? I haven't heard of this before.

Edit: Looks like an exclusive perk to GTA+ members. GTA+ is only for the E&E edition, but GTA+ itself is a subscription on top of E&E. Unless you really want to store a lot of cars and want to subscribe forever, probably best to just buy the 50 car garage and a bunch of smaller ones.
