Mkhitar Hayrapetyan
In 2018, he was assigned minister of diaspora. It was odd because 1) he was young, 2) he is not a diasporan, 3) he has no experience with the diaspora or diasporan organizations. There are people with masters degrees in the Armenian diaspora in Los Angeles, who have great rapport with different orgs. So this was odd.
It turns out he had been participating in foreign “trainings” and going abroad.
At that time he had been working for Hamshen Tours, doing tours to Turkey. This program mostly attracts people from Armenian villages.
When he was questioned, he said “I have been a tour guide for years, so I know how the diaspora thinks” This was very odd to me because the diaspora has a gigantic range of experiences. It sounds narcissistic.
He came to LA and met Zareh Sinanyan as well as the western region diaspora orgs.
Now, there is a definite attack on the ARF and the diaspora (see Arsen torosyans facebook status calling them terrorists, after he participating in terrorizing the entire Armenian population for years).
It feels so clear to me that his appointment was made to spy on the diaspora, which Turkey is so paranoid about, even though the truth is the diaspora is not that active and mostly disengaged.
He moved on to become the minister of technology, which feels like data collection and is quite frankly really creepy. The engineering village sounds a lot like the smart villages being built in surrendered Artsakh, which are created for surveillance a population that wants to be farmers.
His latest post on Instagram is so sickening, vile.

Right? Pashinyan did not have enough specialists or even adults in his team so they appointed this kid. He said he did not even read Orwell, how do you expect gim to be a spy or collect data. There is no link between his two jobs except this administration losing educated people and only being able to keep their gang. Look at Defense, Foreifn Affairs Ministries, or NSS. They all used to have experienced leaders but after they left the new appointees were from Pashinyan's og days.

What you are saying here is that Pashinyan picked loyal people over qualified people. That doesn’t sound like it’s on the best interest of the country. The prime minister should be acting in the best interest of the country.

... I think that is no news for anybody that he does not have the interests of Armenia in his agenda.

He is acting in his own and not Armenian interests, and as many others in his party. He is not being stopped by anyone on the administration. Those who try are removed or arrested. So there is an anti Armenian collaboration going on to allow poor decisions to continue.

It's not the first or last person in Armenian government that makes us think "how did this person get in this position?"
Our current MOD for example is someone who went to prison for stabbing his commanding officer while serving in the army.
