It's hard to tell from the photo but if any of that is exposed paper, cut back any loose bits and prime the paper before you apply drywall compound.

If you don't then the paper will bubble up and may come apart further. Three coats of drywall compound sanding in between with 120 grit sandpaper then prime and paint.

it is the raw brown paper from the sheet rock. when you say prime the paper is it the same primer as paint or is there another primer that is suited for this?

Needs a skim job. Not a terribly difficult job but needs to be done right before texturing and paints

so all thats needed is dry wall compound? then prime and paint?
