Offer is on hold from HR end even after clearing technical rounds!

In one of the WITCH companies, HR informed I have cleared 2nd round of interview and did HR discussion over phone and said offer will be released in two days! Even after a week they haven’t released offer and HR is saying not able to connect with panel who took interview and cannot proceed further without their feedback! How can they conduct HR round if they don’t have confirmation from the panels!? Also asking to join within 30days if offer is released! I felt it was unprofessional to lie each day that you will be getting offer! Is this common in service based companies?
