Great question. We considered the following when ranking the skills:
1. how well does the power of the skill scale with the investment of Molecular Enhancement. like how much better the skill gets by investing more ressources.
2. how situational a skill is. like how it sometimes only works when certain prerequisitions are fulfilled.
