Smallish # of heroes to proc the ability,

Only 0.5% CDR increase per level is a terrible ROI as far as resources(enhancements) go

Maxes out at only 10% CDR which for most abilities is a couple of seconds at most

5% CDR for no investment vs 10% CDR for 9 levels worth of enhancement on a stat that's less important/ impactful than many others

It makes sense, especially when looking at the OP's methodology.
