I'll elaborate. He's probably a BJJ practitioner or watches too much Shintaro Higashi on YouTube. Basically, in BJJ it's banned / frowned upon in many gyms because most people's standup and breakfalls are mediocre at best.
In Judo, it's a natural counter to many forward throws, but the lower belts tend to "sit" on the knee instead of doing a wide sweep to take out the far leg and pressing the head into the chest. When people sit on the knee and only sweep one leg, you can blow out your Uke's knee pretty easily if they resist the throw.
I've been doing the throw for 10 years in both BJJ and Judo and have never hurt anyone. I think when done properly (like in this clip), it's fine.

Very clean, too! Tani-Otoshi is my best throw. Nice to see it at a high level!
