Aang, Korra and Kyoshi (who is a STEAL at $3). You want all the Avatars on your side.

Then, you take Ozai. He might not be the strongest personal bender, but he has the biggest military in the world and empire money. He is by far the biggest threat on the board except for the Avatars.

???

He's the strongest firebender in the world from both feats and Showrunner statements, and is arguably better at fire than the best of other elements are at their respective element. (pakku/katara for example)
