The crane is part of the worksite which is considered a speed restricted zone. One of the reasons you have to go slow is to also account for contingencies, in this case a crane snapping in half...

Yeah, especially if they are trying to run away from a falling crane.
I guess if everything always goes to plan, then no one gets hurt. But there are many many ways where things don't go to plan - and a falling crane is one of them.
Being hit by a meteor is what I would call "astonishingly unlikely" —with ~240 construction crane accidents and incidents per year (47 fatalities 💀 from 2003-15).
I agree it's not the overwhelming reason why one drives slower in construction areas, but crane accidents are far more common than you seem to believe.
