Customs cut the head off this expensive hand-carved elephant artwork shipped from Africa, and did a terrible job gluing it back on.

You got scammed. The seller glued together a broken piece and sent it to you.

That "cut" is way to iregular and like almost no material is losty wich is an indicator of something being broken off.

Also, Customs does not glue things back together when they cut something open, in the case of suspected drugs (Wich only happens when suspect xrays or drug dogs point it out.).
