It is player made, but they are after a seed that has something that looks similar to it.

I thought OP was joking. They would have to do some bit of terraforming to get it to look close to that.

Realize that when you say “it” you’re referring to the near infinite expanse of Minecraft seeds, where there’s absolutely many that look similar to this.

There are a lot of seeds for sure, but this picture is looks heavily terraformed. I’d suggest OP just finds a mountain they like, and then create the river themselves out of a relatively flat area.
