What services are best for foreigners to book/ schedule airport transfers or other rides?

I'm visiting Montenegro for my first solo traveling adventure and I have most of my itinerary figured out but l'm still a bit lost on what the best way to book rides is. I have flights coming in at unconventional times from both the Tivat airport and the Podgorica airport so I want to be sure l'll have a way to my accommodation. Because im staying in Kotor I will also be trying to book rides for day trips to Tivat and Budva. Would prefer car over bus. Additionally, if there are any activities that are a MUST in Montenegro, please let me know!

Your best bet is a cab. Ride to Kotor is around 20e.
