That's one of the accounts, the one in the meme is another account. In fact Plato even gave them different titles, Aphrodite Pandemos for the Zeus and Dione myth and Aphrodite Urania for the Ouranos and sea foam myth.

Notably, people misunderstand Plato here a bit. Plato said that the daughter of Zeus and Dione is the one with all the myths about her, and the daughter of Ouranos didn’t really interact with humans as much
