Discussion Poor picture quality (wired gigabit with Roku)

I have gigabit fiber and a wired connection between my Roku and my switch, and a 1080p TV, and the standard 1080p plan.

The last couple of times I watched a movie on Netflix the picture quality was terrible. Last night I watched Jurassic Park and several scenes looked like there was sand on the screen. This was not film grain. These were stationary light colored dots in a general banding pattern, especially in the darker areas of the picture. It was different from the compression artifacts you see in dark scenes where you see banding between two shades of dark gray, often in a night sky. These were brightly colored points, like white sand.

It happened the other day too but I don't remember what movie I was watching. At the time I thought it was a fluke.

For comparison, I binged The White Lotus on HBO Max the night before for several hours and never once saw anything like this.
