Yeah I have no idea what this person is talking about. That's just another Tuesday in a lot of places in NA and saying you shouldn't be driving is so impractical as to be kind of useless advise. Knock the ice off, get snow tires, the roads are taken care of in most places where this is an issue to let life keep moving.

Lol if it ever gets so cold that my car defroster isn't enough to clear my windshield I would just avoid driving.
