The applicator is just a sponge. It goes on so nicely because of strong edges made by the etching process which created the outline.

Someone asks for a brand, someone provides the brand that holds a monopoly in the space. “Must be AI”. 

If you want colors that look that vibrant, that match the cartoon so perfectly then there’s a 99% chance it’s a Pantone color.

The markers are probably acrylic markers - they're very opaque. I use them to colour 3d prints. You can get them on Amazon or craft stores.

I believe it’s enamel paint. This stuff is used to paint signs, and you typically only need one coat to cover the surface.

This is the classic internet "super impossibly opaque paint, with the tip/brush dipped in it up to the ferrule, that magically covers in one coat, stays impossibly loaded on the brush so you never have to re-load the paint until you move on to the next color, and nobody can tell you what it is."

Edit: You can also apparently spread it perfectly by pushing the brush backwards, let alone having no basic brush technique.

You've figured it out, all that's left is to accept your best efforts for what they are. That and spending $100 on Tooli Art acrylic markers.

... Cause ngl not wrestling my equipment for opaque colour on the first go has been delightful. I should get refillable acrylic brush pens and fill them myself but I'm so fuckin lazy.

But yeah that and learning that comparison is the thief of joy. Mostly that.

It’s like trying to find that one great-looking jacket or lipstick color etc. that you saw a film/TV character wear. You could buy the exact same one but yours won’t have stylists attached to it, or set crew to yell “cut!” every minute so said stylist can swoop in and brush, straighten, touch up, etc., and editors who’ll cut out every frame where you don’t look perfect wearing it.

It looks like the outline was pre cut with a (probably CNC) router. The thick paint is filling and staying that way from surface tension.

The weight of the effect is a bit off balance as well. Graffiti 'neon' has a bit thicker 'center line', with less bloom on the actual 'glow' part. This looks like it was drawn with a pen and not a spray can; contributes to breaking the illusion. Said as constructive criticism. Still very impressive overall.

It's not actually neon, but they're adding the highlights to make it look neon.

I think it was painters' tape and they cut the part of the video where they would have used an exacto blade to cut the outline of Bart before peeling.

Probably a low tac painters tape. In the air brushing world they use a sticky paper called frisket or masking paper. This doesn't show what is often the painstaking process of carefully cutting out the subject from the masking.

Easier here because Bart's outline is recessed, but yea getting good at cutting masking without damaging things underneath while also getting good lines is a serious skill. I also suspect they went over the black outlines after the airbrushing.
