The neon effect is a graffiti thing
The artist here takes it one step too far by adding highlights to Bart as though the graffiti is actually emitting colored light.

The weight of the effect is a bit off balance as well. Graffiti 'neon' has a bit thicker 'center line', with less bloom on the actual 'glow' part. This looks like it was drawn with a pen and not a spray can; contributes to breaking the illusion. Said as constructive criticism. Still very impressive overall.

The highlights are pretty subtle - super saturated paints do cause enough of a reflection to cast their color on objects

I've seen a lot of contemporary spray painters use this 'neon' style for their art.
It's not actually neon, but they're adding the highlights to make it look neon.

Yeah, but the spray painted graffiti wouldn't then shine on Bart, like is clearly implied by the last step shown. A neon sign would, though.

I understand that but the artist added lines on Bart that show the reflection of light on Bart from a neon sign. Spray paint wouldn't do that.

I think it was painters' tape and they cut the part of the video where they would have used an exacto blade to cut the outline of Bart before peeling.

Probably a low tac painters tape. In the air brushing world they use a sticky paper called frisket or masking paper. This doesn't show what is often the painstaking process of carefully cutting out the subject from the masking.

Easier here because Bart's outline is recessed, but yea getting good at cutting masking without damaging things underneath while also getting good lines is a serious skill. I also suspect they went over the black outlines after the airbrushing.

I watched it without sound so went back to listen. I like the marker sounds! I've also always liked in cartoons or movies when somebody is writing with a pencil and they magnify those sounds.
