It's more than just strong pigment. This is a thick gel.

Yeah, the flooding technique is the same. I’d love to know what the paint and applicator is, though

The applicator is just a sponge. It goes on so nicely because of strong edges made by the etching process which created the outline.

It looks like a disposable lip gloss applicator like you would see at Sephora if you wanted to sample a lip color

Exactly my first thought when watching this. I base coat with pink and put yellow over that specifically because yellow over the top of...well, everything else...looks like ass and has terrible coverage.
