Someone played a "prank"(though I would hardly consider risking your safety a prank). You can pop the plastic covers off with a screwdriver and reverse them.

If you burn to death in a fire because you can’t find the way out you should write the building management a strongly worded email expressing your dissatisfaction.

sign it off with just “regards” rather than “kind regards” at the end to further make your point
