As said by others, he is a vested veteran not subject to waivers. however, practice squad signings can’t occur until 12:00pm the day after final roster cut- so tomorrow at 12 is when we will know (or sooner if someone else signs him).

I think any player playing over 4 years is an unrestricted FA when they're let go / cut, not subject to waivers.

He’s not been training for a few years. My guess is we’ll use this time to get him NFL healthy and in shape and it would not surprises me to see him get called up around mid-season.

I get the affection him being a local star but he was a year out of football and had an injury. He was a long shot to make the team even before considering the young bucks we have already.
