Part of the problem is that "spying on girls in the locker room" was a trope of horny teen media for decades. Something presented as typical, "boys will be boys" teenage hijinks where the audience was expected to be identifying with the peepers, wishing that it could happen to them. It's only very recently that there has started to be pushback on this or the view that it's creepy.
Media never focused on the girls' perspective. At most it would be some yelling and "get out!", then the male protagonists would run off laughing. Maybe some minor embarrassment at being caught or a comic pratfall. No consideration of the women feeling violated, unsafe, or anything else.
As a result, it's not entirely surprising that Trump instead views this as a teenage dream come true. In his mind, he's living the fantasy.
That's not to justify his actions, but simply better place them in context. Trying to convince a stubborn, elderly narcissist that Bluto wasn't just a lovable loser but a creepy asshole traumatizing women is a really tough nut to crack.
