Sorta. It wasn't built for decoration, it was built to have something to build. The construction was a form of experimental "therapy" done by mental patients in the 1800's at a mental hospital called the Brattleboro Retreat.
It happens to be the same old-timey asylum that the movie Sucker Punch is based on. They rename it the "Lennox House" in the movie, presumably to avoid legal entanglement, as the Brattleboro Retreat is still open.
