Not even sure wtf he was expecting to happen this time of year in DC. Afternoon thunderstorms are a very regular, damn near every day thing.

That plus for the past few decades, consistent rain is usually held off on the east coast until weekends due to weekday traffic disturbing the weather patterns during the work week.
