It can't and it hasn't. It's happening in the USA, which hasn't been a free country for about 24 years.

I'll still spell out my point, that the confederate descendants and their bug-eyed techno-fascist buddies currently burning your country to the ground were very much enabled to accelerate their plans by the event I've alluded to.

None of this would be possible in this way if DHS didn't exist. They've created some sort of limbo federalized militarized police that doesn't have a real or even bullshit reason to exist anymore.

Well luckily RFK Jr. is making short work of that apparatus. The whole mRNA program is being trashed so you can't vaccinate people if a vaccine doesn't exist.

Which is actually a big change from Trump's previous term since his administration fast tracked the program last time around.
