Technically World War I was also not negotiated, Germany lost and reparations were imposed on them by the British, French and U.S. The negotiations were between the victors.

True, but the armistice was basically Germany acknowledging they no longer had the ability to pursue the war. Their military was collapsing, and they were facing revolution internally. Their military armistice basically called for their total surrender.

They negotiated for the whole month of october, before signing the armistice.
