He's prodding you, seeing how you react to boots on the ground. One city at a time just to see if you'll accept it, maybe even slowly get you used to the idea. Next, heavily armed forces roll out to every city and just like that you've lost your democracy without so much as a single riot and then you have a king... he won't call himself that though.

He doesn't need to but if he does then more people will just roll over and accept it, slowly boiled frogs etc.

This fascist administration is trying to provoke a violent response first. It won't matter in the end, I believe it will resort to violence anyway. But they'd rather be able to say "we were assaulted and they're insurrectionists" with the ability to point to protesters shooting at or otherwise attacking them than to have to say "Oh, well, we're just making sure criminals are taken care of and protesters are obstructing justice" or some such.
