It's not the same as if you swallowed them with food really. This is just sitting in non-moving water. In your stomach there is movement and stomach acid and in your intestines you have bile and other stuff to further break them down.

Exactly, they are meant to break down in the conditions found within the human digestive tract, not plain tap water.

To me it makes sense they don’t totally break down, so they hold up to some humidity and handling, etc.
