Charlemagne's entire claim to Rome rests on the Pope being a chud:
Pope Leo III—already seeking to break links with the Byzantine East—used Irene's alleged unprecedented status as a female ruler of the Roman Empire to proclaim Charlemagne as Emperor of the Romans on Christmas Day of 800 under the pretext that a woman could not rule solely and thus the Roman throne was actually vacant.
He can go play outside with the rest of the Lombards.

Charlemagne's and other western claims relied only on the support/control of the Pope, one of the 5 main leaders of Christianity, who later took the title of Pontifex Maximus to highlight his Roman origin. Therefore, the claim is twice debatable.
The Eastern part, on the other hand, held on to the Roman administration from the start to the end. Hence, they literally were the Roman state.

I thought the Gallic „empire“ was just some regional usurpers, who handled things locally until Aurelian came and never wanted to break away from the empire.
