Anomaly Anomaly deserted

I installed Anomaly for another playthrough, and just came to Rostok, but I feel the game world is even more abandoned than I remember?

There's only a trader and a repair man at the farm on Cordon.

There's no one in the building at the Trainyard at Agroprom.

No one in Flee Market and only the Hunter vendor in the Hangar at Garbage.

Also no Duty checkpoint at the gate to Rostok in Garbage.

Do I just remember too much from SoC and CoP so far? Because I could swear Anomaly still had these places populated by their respective factions.

On a new playthrough it takes time for outposts to populate. (speaking mainly from my experience with GAMMA tho)

Sometimes it takes a little while for everyone to spread around. Also make sure your stalker population factor is set to 1 in the settings under The Zone tab, I think it's set to .75 by default.

These places are not always populated. they'll be empty sometimes, although I never saw that Agroprom building completely deserted, as it's pretty much the only safe place for non-militaries.
