Considering length only:

Average Horse:
100 cm (40") penis length (erect) / 500 kg (1100 lbs) body mass ≈ 0.2
50 cm (20") penis length (flaccid - entire length) / 500 kg ≈ 0.1
15 cm (6") penis length (flaccid - visible part) / 500 kg ≈ 0.03

Average Male Human:
14 cm (5.5") penis length (erect) / 90 kg (200 lbs) ≈ 0.15
9 cm (3.5") penis length (flaccid) / 90 kg ≈ 0.1

To have the same erect ratio as a Horse, the Human needs to have a dick 33% longer than average (~18.6 cm, 7.3") or weigh 23% less than average (~70 kg, 155 lbs).
