Incorrect. It is either Kaisen Don if it has unseasoned rice or chirashizushi (which is sushi) if it is seasoned.

Someone already pointed out that it’s chirashi, but it’s still not nigiri. It was tagged as nigiri.

The tag for me says mostly nigiri/fish on rice? Seems like the latter half of the tag applies. In any case it's not technically sashimi.
