That is factual.

the pre-existing us web design system was heavily inspired by gov.uk 

Even public sans is an offshoot of the uk government font

You mean USDS and 18f, which Trump destroyed.

There were already people doing this and doing it well.

The problem with gov websites is poor funding and the current procurement process favors shitty closed-source vendors who don't understand agile or how to modernize legacy systems.
