DISCUSSION Remi isn't the most naive, it's Arlo
Remi isn't the most naive of the main cast, she's just the only one to face her beliefs head on. I think people see Remi as naive because she falls under the stereotype of a cute, pink girl who wants to help everyone. She knows not everyone can be helped. When she's in the Branish she asks why they don't ask for help from the authorities, which the woman responds by saying that Remi must come from a nice place. If you look at Blyke's and Isen's reactions, it seems like they didn't know the conditions there. She only seems naive because she puts her belifs to the test and realizes she's wrong.
Arlo is by far the most naive. He believes the authorities are good and refuses to listen to anyone else until later. I'm so excited to see Arlo in this upcoming season because I want to see him re-realize how bad everything is

i mean, they're all pretty naïve-- they're kids. but arlo was practically brainwashed and remi was just oblivious. while i'd agree they're both still very naïve early on, i don't believe that's either of their full issues. arlo was just raised in a very strict, pro-government, pro-heirarchy environment and remi seems to have poor awareness of her environment and social cues-- that's just a personality thing, it goes from saying inappropriate things to frequently being late to not realizing how harsh the world is. while seraphina's naïveté doesn't seem to be quite as bad as arlo's or remi's, she still seemed to genuinely think being a low-tier would be exhilarating at the begininning of the story. the main cast are just kids, and i think a lot of people forget that

No remi is the most naive, by far. Its not a contest. Do not forget, remi doesnt start trying to help the lower tiers after Brannish....blyke does, he starts by trying with John. Remi starts trying to improve the school after realizing John's points.
HOWEVER.... Arlo IS the most IGNORANT. Arlo is in a VERY different position than the rest of the main cast (aside from Sera maybe?) Arlos family is directly linked to the authorities, his Aunt is a (seemingly?) High figure with the bureau. We see from his flashback that she's clearly has a big hand in raising him, and building that trust in the bureau. Everyone else is really just seen as normal kids (remi blyke and isen) with normal families. Remis mom instilled in her kids not to fall into peer pressure. Blykes just someone whos walking around really. Isen is just a kid who wanted no responsibility. And then theres John, who was neglected and mistreated by society until his ability awakened, only to be "corrected" when he acted out of line. Arlo also refuses to learn or let others be because of this perception. He manipulates sera into a turf war despite her protest. He refuses to listen to isens warnings about John.
Arlo doesnt have the experience or knowledge that the others do with the bureau. Thats not his fault. Hes not had a true reason as to why to not trust them until later in the story.

I think a lot of people here expected way too much from high school kids. I was very dumb on high school. Just starting to build my world view and developing opinions. I don't think many high schoolers have good awareness.
I will say that remi seemed a bit oblivious at the beginning. She never seemed to notice the bullying or else I think she would've done something. Though I'd give her a little pass since she was grieving her brother and focused on that.
But I'd agree with you asking why they don't use the authorities is a valid question. The government should have police. Even if you're sure the authorities were corrupt you'd want to check how they behave to different problems.
