Does elven wizard also need wizard license to cast spells in empire?

Technically yes, but in reality no one would care about that unless they want to have some blackmail material on the Elf or the Elf gets into some legal trouble with magic.

But Elves can just pick up a license. Just like that. Just sign some papers that you will follow the Imperial Law on Magic while within it's borders. Maybe some very basic exam at most.

If that wizard is a High Elf that got to the Empire legaly, then they would probably already have a license picked up from one of the embassies (either elven one in Empire, or some kind of imperial one in Ulthuan).

Page 60 of high elves guide:

“These unaligned High Elf Wizards may be powerful and unfettered by the restrictions faced by Human magicians in the Empire. They do not require a Magical Licence Trapping at level 2 — and would find the very idea amusing or offensive.”

I wonder if there are any other sources regarding this topic
