opennewtab
is a shell folder verb (command) to open the selected folder in a new Explorer tab. But it looks like it's incorrectly configured (in the registry) to be applicable to files too (since the popup menu has an "Open with" menu item). Either due to a bug in a Windows update package, or due to stoopeed third party system tweaker or "repair" tool.

Idk, it may seem unrelated but my whole windows system was almost under lockdown I guess? by Windows Defender and I just had to reinstall windows just to turn off Virus and threat protection.
My whole UAC was gone, and I couldn't perform administrative tasks even though my Account is of Administrator type.

Probably "open some folder in a new tab" but the translation is missing and they show the technical ID as fallback.
