General Question photo sorting with hotkeys

so i have a bunch of pictures that i want to sort into different folders on file explorer. but i want to be able to see each picture in photos or some sort of app then click a hotkey to easily designate it to a certain folder

Irfanview

You can hit F7 to move or F8 to copy and it brings up this window. You can then hit 1-0, b, c, or d to copy/move the file to one of 14 directories that you set.

If you hit "T", you bring up the Thumbnail Window. From there, you can select a group of images and then hit F7/F8 to move/copy the selected files.
